Sharing Committee – Recommendations for CUWL Action,
Questions asked by DLTCL:
Would
UW libraries be interested in exploring use of the ISO protocol between the
WISCAT/ILL VDX system and ILLiad as a way for DPI to reduce expenses for
sending requests?
Would UW libraries review the rationale for Referral Credits.
That is, reconsider why there is a charge (referral credit) when Reference
& Loan sends ILL requests to UW libraries but in most cases there is no
charge when an individual library sends a request to a UW library?
Recommendations:
1. ISO
While ISO is an option worth considering, the Resource Sharing Committee
recommends waiting a year before moving in this direction. During
this time, UW libraries will be testing and implementing the ILLiad-to-ILLiad
ISO connection; WiLS will do some preliminary experimentation with the
VDX-to-ILLiad linking.
2. Compensation for lending
The Committee believes that UW libraries, facing budget cuts of our own, are
not in a position to reduce or eliminate the compensation for lending currently
received via the WiLS Referral Credit. However, it does make sense to
shift from the referral credit concept to a more direct charge for
lending. Therefore the Resource Sharing Committee recommends that:
(a) UW libraries agree to a standard minimum fee, equal to the
WiLS Basic Request fee (currently $5.30) for lending
(b) This fee will be assessed via the OCLC IFM debit/credit system and will
apply to requests sent by Reference & Loan AND to requests sent directly to
UW libraries by libraries generally served by Reference & Loan
- It is understood that any UW campus may charge more than the minimum fee
- It is understood that any UW campus may make special arrangements with libraries within their region
- It is also understood that this fee would not apply to libraries where reciprocal agreements have already been established.
II. ILL Records and Patron Information
Issue: How to assure privacy for patrons while maintaining patron data for completed ILL requests both as a service to patrons and for statistical purposes within the ILLiad environment? That is, should UW libraries “de-link” completed ILL transactions?
Recommendation:
In order to maintain the integrity of the ILLiad reporting system, UW libraries are asked for the time being to not “de-link” or delete any patron ILLiad patron information. UW System Administration will continue to work with Atlas Systems and OCLC in requesting to have the software modified so personal information could be deleted or masked without adversely affecting ILLiad’s reports.
In addition, UW System will work with Atlas Systems and OCLC to identify options for providing ILL request bibliographic information to individual patrons for their retention and future reference purposes.
The CUWL Resource Sharing Committee will review this issue in July 2004 after all UW libraries have been using the ILLiad system for a least one year.
