RE:       CUWL “Electronic Resource Management” Task Force

One of the goals in the UW Libraries’ Strategic Directions for 2001-03 states that the UW Libraries will “Provide a variety of research and searching tools to allow online catalog or web access to the breadth of digital information and identification of the broad array of locally owned paper and multimedia resources.”  To facilitate access, one of the action items or objectives toward this goal calls for the “investiga[tion of] software that allows searching across multiple electronic resources.”  In order to accomplish this objective, UW System OLIT and CUWL have formed a representative Task Force to proceed with the investigation of software tools.  It is our pleasure to appoint you to the Task Force; Valerie Malzacher has agreed to serve as Chair.  Paul Moriarty, Senior Library Consultant, OLIT, and Lori Voss, Senior Procurement Specialist, Office of Procurement, will serve as UW System liaisons to the Task Force.

The charge to the Task Force is to:

·        Formally investigate potential software solutions that include the following functionalities:

    • A single interface with federated or cross-database searching features enabling library patrons to identify library resources and services from multiple databases in a variety of formats; and
    • A linking service to related information resources (for example, linking from citation information to electronic full text documents, library catalog records, other digital objects, or interlibrary loan services).

·        Investigate the technical requirements to implement any software across the UW System, including the volume of transactions, the response rates, and the integration of software solutions with existing library systems, licensed resources, and collections.  Software should also comply with national and international standards.

·        Evaluate software solutions in terms of ease-of-use for our library patrons.

We understand that some vendors may also offer modules for managing locally created content along with their federated searching and linking functionalities.  Thus, your investigation may also include exploration of software solutions to support effective creation, retrieval, and management of information resources, including the integration of locally created and maintained collections.

A preliminary report from the Task Force outlining the goals, objectives, functional priorities, timeline, and any recommendation to issue a Request for Proposal is requested at the spring CUWL meeting on April 1st.    Ideally, UW System OLIT and CUWL would like to receive your final recommendations on software solutions by summer though we recognize this timeline may be ambitious.  Therefore, we look forward to additional reports on your progress throughout the spring and summer and will adjust the overall timeline accordingly.

As you may also know, UW System has scheduled two educational presentations from Endeavor and ExLibris on Tuesday, March 4th at the PyleCenter in MadisonExLibris will provide a high-level overview of the MetaLib, SFX, and DigiTool systems from to , followed by Endeavor’s presentation of ENCompass solutions (Resource Access, Digital Collections, and LinkFinderPlus) from to .  As a member of the Task Force, you are highly encouraged to attend these presentations as they will provide a general functional overview and a basis for subsequent discussions for the Task Force.  Valerie Malzacher will be contacting you soon about scheduling a meeting for the Task Force.

In conclusion, we thank you for your willingness to serve on the Task Force.
