I. Meeting was called to order by Chair Sharon Knight at 10:00 a.m.
II. Minutes from the April 25, 2008 meeting were approved.
III. Collections and Resource Sharing Coordinating Committee Update – Richard Reeb
a. Richard sends out CRS monthly conference call agendas as early as possible to allow opportunity for questions and comments.
b. Minutes are available on the CUWL web site.
c. The CDC recommendations for the January renewals will be discussed and presented to the CUWL directors at their November meeting.
d. Richard has been working on enhancements to the SEC budget spreadsheet, located in the password-protected portion of the CUWL web site.
e. The Electronic Resource Management Committee work has been suspended until a new member is appointed. The group’s new target date for a recommendation will be in the spring of 2009.
f. Work on the list of potential electronic resources to be purchased with the next biennial budget is progressing. The CUWL directors have expanded the subject areas to be covered with these funds. Richard will post information about these resources to the password-protected portion of the CUWL web site. Although compilation of potential resources and price quotes is labor-intensive, the resulting list will provide a good starting point for conversation with Legislators and others about the Library DIN request.
IV. Setting up trials through WILS – Cheryl Bradley and Kathy Schneider
a. When the Madison campus sets up product trials, WILS will make the trials available to the other U.W. System campuses, and when WILS initiates trials, they will continue to send trial information to each campus.
b. Centralization of product trials through WILS will help avoid duplication of work across the UW System campuses, and fits in with the “One System, One Library” philosophy.
c. Cheryl briefly described current trials to Oxford’s Enlightenment and several Ebsco databases.
d. Kathy described personnel changes and work on the development of a Cooperative Purchasing blog along with an email list where product trial information will eventually be posted.
e. Send changes in campus contact information to Cheryl Bradley.
V. Library Dynamics Training and Update – Joan Robb and Barbara Hamel
a. Joan distributed a handout describing the way an individual campus might use this product to identify subject areas showing low or no uses.
b. Library Dynamics compares a base collection with a comparison collection.
c. The data was loaded from campus’ Voyager records in late 2007 and includes only titles with publication dates of 1999 and later.
d. Uses are annualized for comparison purposes.
e. UW-Milwaukee is using this tool to evaluate its approval plans.
f. The task force is developing recommendations for collection analysis on a systemwide level.
VI. Report on Periodicals Vendor Bid – Richard Reeb and Judy Wurtzler
a. Judy distributed copies of the final request for bid document.
b. Richard will send updated library address information for the Madison campus to Judy.
c. Judy will follow up with Lori Taylor to ensure that be bid requests are sent to Ebsco, Swets, Harrassowitz, and W.T. Cox.
d. Chris Chamness identified two additional corrections to be made to the bid document.
e. Richard thanked the Task Force member for their work. Members included Chris Chamness, Jackie Crinion, Lisa Jewell, Mindy King, Lori Taylor, and Judy Wurtzler.
VII. Presentation from Mike Peters and Kendall Bartsch from Proquest
a. Mike distributed handouts describing two products, Proquest Nursing & Allied Health Source and Periodicals Archive Online, along with price quotes for renewals of our current Proquest titles: ABI/Inform $163,800; Hoover’s $500; Genderwatch $8,400; and Criminal Justice Abstracts $54,600. The quote document also included scenarios for a variety of discounts and other price incentives.
b. Periodicals Archive Online: contains over 500 journals, with approximately 70% of the collection being peer-reviewed or older, scholarly journals. It provides linking capability with Project Muse. This would be a subscription, rather than ownership model. Mike will email the title list to Lisa Jewell.
c. Proquest Nursing and Allied Health Source: provides some content exclusive to Proquest including the Joanna Briggs Institute Evidence-based Nursing Content and CultureVision.
d. The CDC will discuss this proposal during the review of the January renewals, later in the meeting. The Proquest salesmen left the meeting.
VIII. Biotechnology Progress Journal Discussion – Richard Reeb/Lisa Jewell
a. The American Chemical Society no longer owns the journal Biotechnology Progress, and the current content has been moved to Wiley-Blackwell as of August 15, 2008.
b. Content included in the ACS Legacy Archives will continue to be available through ACS.
IX. Journal of the American Medical Association: Lisa Jewell has requested a price quote for U.W. Systemwide access, and is waiting for a response.
X. Shared Electronic Collections Budget Issues
a. Richard Reeb reviewed a document he prepared, projecting an estimated 2008-2009 budget deficit of $53,539. He also prepared an analysis of our American Chemical Society Web Edition costs, showing projected 2009 costs, broken down using the current 15% SEC and 85% campus allocation method. The analysis also included 2009 costs, allocating 5% to the SEC and 95% to campuses. The revised allocation method would significantly decrease the projected budget deficit.
b. Committee members discussed this proposal, along with alternatives including reducing the number of titles included in the ACS package, or simply allocating the projected deficit to each campus. No action was taken on the 95%/5% cost sharing proposal.
c. Richard expressed concern about the ACS pricing practices and their unwillingness to negotiate various subscription options. Although some campuses show low use of the ACS titles, many other campuses use these journals quite heavily.
d. Richard suggests that he and Lisa Jewell begin now talking to ACS about the 2010 subscription renewals in order to allow sufficient time for negotiations and decision making.
e. Richard will revise the SEC budget spreadsheet to include additional historical information, vendor information, multi-year contract information, and percent of price changes for each title.
XI. Discussion about the January Renewals
a. The Nature subscription, a subscription through the CIC, will remain at the 2008 rate for 2009, with a 5% increase for the following two years. We are not required to retain paper subscriptions.
b. Richard will find out if the CIC offers a group subscription to the New England Journal of Medicine.
c. America History & Life: Members agreed that Proquest’s Periodical Archive Online is not an acceptable replacement for this product. We discussed concerns about the current pricing model for America History & Life. Cheryl Bradley is working with Ebsco regarding the pricing model, but has not been able to resolve the issues in question. Despite our concerns, the product is an important resource for our campuses.
d. Cinahl: The Proquest Nursing and Allied Health Source includes more popular content and would seem to enhance, rather than replace, Cinahl. An analysis of the products, along with the new Ovid product may be appropriate at some point in the future. Karen Jander made the motion to defer final decision on the Proquest Nursing product until we have the opportunity to complete the product comparisons. Chris Chamness seconded.
e. Emerald Journals: Use statistics are difficult to obtain, and the accuracy of the statistics is questionable, with title-level detail preferred. Campuses are required to retain print subscriptions, although we do receive a discounted subscription price. Many campuses have already paid for 2009 print subscriptions, so it was suggested that negotiations focus on possible contract revisions for 2010, requiring only one print subscription for each title systemwide. Emerald has divided its titles into packages and they are unwilling to customize a package for us. Lisa Jewell suggested that we develop a list of specific questions for use in future negotiations with Emerald Press. John Jax volunteered to do an analysis of the availability of Emerald Press titles in our other electronic resources.
f. Project Muse: Several campuses have already cancelled print subscriptions to these titles, so cancellation of Project Muse would be problematic at this time. Karen Jander mentioned that some titles are being dropped and few new titles are being added to our subscription package. This product would also be one to review to determine how much of the content is available in our other products. It was suggested that each campus should review its use statistics, broken down by title, to determine how much of the content is actually being used. John Jax stated that La Crosse identified one Project Muse title being heavily used and they have purchased an online subscription for the title, so their use will decrease.
g. Criminal Justice Abstracts: Use statistics seem to show an overall low use level systemwide.
h. Bill Johnston suggested that we might want to look at the expensive resources included in the SEC for possible 2010 cancellations due to the state budget problems.
i. Carol Elsen suggested that we consider the possibility of sending messages to all of our vendors about Wisconsin’s state budget situation. Susan Barribeau agreed and stated Project Muse responded to complaints about proposed pricing changes a few years ago.
j. Document delivery was suggested as a possible way to advance cooperative collection development initiatives in the UW System. The use of document delivery would create additional budget and staffing issues for many campuses.

XIII. Badgerlink RFP – John Jax
a. The RFP for Badgerlink products is going out.
b. Should the CDC make some type of statement regarding the importance of the current Badgerlink products?
c. Kathy Schneider briefly explained the RFP process and timeline. The intent is to make selections before January 2009. DPI has a committee doing this work, but the membership list is confidential. WILS is monitoring this process and will send out updates to us.
XIV. Directory of Open Access Journals (DOAJ) Membership – Richard Reeb
a. The annual membership fee will be $6,000 and the money will be used to help support this initiative.
b. Because of the uncertain state budget situation, the group decided to defer further discussion about this matter.
XV. Other Business
a. Richard suggested that the CDC and CRS schedule a spring 2009 joint meeting.
b. The groups would have advance time to more closely analyze product content and usage, providing more complete information for use when making renewal decisions.
c. Richard will work with the CDC and the CRS to schedule the 2009 meeting.
