I. Meeting was called to order by Chair Karen Jander at 10:05 a.m.

II. Minutes from the March 28, 2007 meeting were approved.

III. Richard Reeb reviewed highlights of the recent CRSCC (Collections & Resource Sharing Coordinating Committee) meeting, the directions for the CDC and a key item of the recommended 2007-09 Library Automation Budget which is aimed at increasing support for comprehensive and College Faculty Research by allocating $40,000 during the current year and that $80,000 be allocated in 2008-09 based on a 50-50 match between the UW System funds and local library funds for Commercial document delivery service.

Input is sought from the CRSCC and the CDC. Allocations to each campus could be determined by usage or by formula using weighted FTE. It was suggested to use the formula to determine allocations and then use usage to determine future allocations.
Many campuses expressed lack of experience with setting up commercial accounts and most were unsure if this would be best handled via ILL or a direct purchase account plan.

Paul Moriarty stated that the CRSCC and CDC are to develop a plan and report to CUWL. Richard Reeb will draft the committee’s charge.  CDC members who volunteered are: Jan Bogstad, Chris Chamness, Judy Wurtzler, Rick Krause, Mindy King and Bill Johnston.  Appointment of members to the committee will be determined by Richard Reeb in consultation with the working group’s chair, not yet named, Karen Jander and Paul Moriarty.

Richard Reeb has also be assigned the task of compiling a report  that will provide an estimate cost for system wide access to all of UW-Madison resources for the 2009-2011 biennium.

A workshop is being planned for the 1st week of June 2008 and may include a number of programs such as Blackwell or Metalib.

There was discussion concerning interest in using Scholarly/Stats from MPS Technologies which collects and analyzes e-journal usage statistics from multiple sources. Jennifer Holman quoted pricing she had received:
9 platforms- $3995
9-24 platforms- $9720
25-39 platforms- $14,274
She will send out an email with more information on Scholarly/Stats.

IV. Open discussion on Blackwell.
Richard Reeb will compile a report for CUWL that is to be completed in January on the amount of expenditures of US monographs for July-December of the current year, broken out by vendor and campus.
The book bid committee will be reconvened to evaluate Blackwell’s performance during the 1st year of the contract.

Each Campus representative expressed their experience with Blackwell and overall it was felt that the customer service is good, but there have been issues with PromptCat, confusing invoicing, slow delivery and other technical problems.
Rick Krause from Parkside asked to be sent a copy of the Blackwell contract.

V. Emerald
Concern over not receiving access to all titles we subscribe to for example: The Journal of Documentation. Paul Moriarty will continue to look into this matter. According to the license agreement we should have access to the subscribed titles and the titles listed on “Schedule 3”.

VI. Discussion on how to handle the CQ Weekly proposal and other proposals from other vendors once a proposal has been rejected as a system purchase. Can WILS play a role in offering the products to individual campuses? It was agreed that the CQ Weekly proposal should be handled by WILS.

VII. Update on ACS new pricing model. This is moving towards a cost per use model with a 7.5% annual increase. Although this is on the high side, many of our other subscriptions come in less than the projected 7% increase and it was generally agreed that this was a very essential resource.

All January renewals that were due for renewal were passed to renew with majority vote, except Proquest Criminal Justice Periodical Index with Fulltext. Chris Chamness from UW-Colleges expressed concern over the amount of Full text available for the cost of this database. The renewal of this database was tabled until Paul Moriarty can inquire whether we can just subscribe to the Index separately. The vote to renew will then be by email.

It was agreed to subscribe to Mental Measurements Yearbook with Tests in Print from Ebscohost through WILS for $16,700.

IX. Next meeting is tentatively planned for Friday of the 1st week of April 2008.

X. Discussion on the high increase in price of Historical Abstracts. This database is now available through Ebscohost. There are 5 campuses that currently subscribe to this resource and a few canceled due to the price increase. One suggestion is to protest the increase by canceling current subscriptions and sending a letter to Ebsco explaining our protest to the unreasonable increase.

XI. Janet Padway, Joan Robb, Janice Bogstad, Lisa Pillow and Richard Reeb will serve on a joint committee with CRS to investigate value of collections.

XII. Other Business.
Susan Barribeau announced that all campuses should now have access to the following Nature titles through Madison’s subscription:

Julie Schneider, UW-Madison should be sending out information concerning access to MDConsult and Nursing Consult.

CUWL website has been updated and now lists the current members of CDC.

The Committee agreed that they would like to see the creation of a contact list of consortium subscribed databases for use by campuses.
