I. Minutes from the August 22, 2006 meeting were approved.
II. January renewals were discussed.
a. American Mathematical Society MathSciNet – Problem with John’s usage figures - renew
b. ABC Clio America: History and Life – 10% increase in cost. Colleges have low use. - renew
c. ABI/Inform with Images – Premier would be $145,000 - renew
d. American Chemical Society Web Edition – No discussion - renew
e. American Chemical Society Archive – Annual cost will drop to $1000 in 2007/2008 - renew
f. BioOne – Some have canceled print titles. It is a good full text resource but cumbersome to search. BioOne is coming out with an additional collection which Madison is looking at purchasing. - renew
g. Biological Abstracts via SilverPlatter – Lorie can lock in at 4% increase if we switch to ISI. Is there any interest in moving platforms? We will all have to go with the same platform. Madison liked ISI but the jury is still out. Campuses did not want to make a change in platform midyear. The Biological Abstracts platform decsion will be made at the next meeting to allow campuses more time to look at the ISI platform and consult with faculty and staff.– renew
h. Cinahl Plus with Full Text (Ebsco) – Bill still thinks we may have lost more title access with the switch from Proquest but there have been very few complaints received at most universities and colleges. Our new access to MD Consult may help provide a missing key title that was lost in the move. We should allow more time and evaluation of title lists when we decide to switch vendors. - renew
i. Congressional Quarterly Researcher – Annual cost - renew
j. Emerald MCB – We still have a no cancellation clause to retain our paper subscriptions. - renew
k. Gender Watch – Eau Claire likes it but Stout does not. - renew
l. Institute of Physics (expires in Feb.) - renew
m. ISI Web of Science – Lorie has been negiotating with ISI about their technology fee and their pricing structure. The new deal would still be a three year contract with a 4% annual increase in the database fee. The technology fee, which was paid by each individual UW library, was actually a user fee but Thomson/ISI has now moved to an unlimited user model. They are still requiring a technology fee but it has been reduced from $49,000 to $15,000. Lorie could not get them to totally drop this fee. - renew

p. Project Muse (standard package) – Many schools have canceled print titles because of access through Project Muse. - renew

After considerable discussion on all titles, the individual votes were taken on each title and the majority vote ruled that all January titles for the shared electronic collection would be renewed for this year. The implications to the budget of renewing all of the January titles were discussed. The budget will be okay for this year but projections for 2007/08 indicate that it will need either significant reductions or cost sharing increases to remain in the black. Allocations for the UW System budget have not increased. Cuts have been taken in the automation line rather than the resources line of the System budget. Options such as trying to do an ISI Web of Science one year contract did not work. Annual increases would have been 6% rather than 4% and our cost for Biological Abstracts (now owned by ISI) would also have gone up. Richard Reeb suggested that campuses pass on their savings from the reduced ISI user fee. Each campuses cost sharing amount would be increased according to the amount they were saving. Lorie will prepare a new campus cost sharing model sheet to explain how this would be billed. This would increase the shared electronic budget by $34,000 for 2007/08. A vote was taken to extend this full fee for the next two years
III. Lorie gave a follow up report on the Working Group Report. CUWL will incorporate the suggestions they received and will be sending a revised report out to the directors and then there will be taking an electronic vote on it in November. It will be elaborated and a transition will be mapped out by June. The CDC will continue in some capacity. Subgroups will need further clarification. Resource groups will be advisory and self directed. They will report through the co-coordinating committee. Any comments will be needed by November 14. Lorie did not know who would be on the groups. CUWL would be appointing the four chairs in July. CDC members still were concerned that there was not enough representation for all members if the new committee choose to override a resource recommendation. Our letter to CUWL about the Working Group Report seems to have been ignored. It does not seem to make sense that the CDC would become an advisory group to a consulting group to CUWL. All CDC members were encouraged to give feedback to their directors about this report.
IV. We did not have time to discuss the rest of the agenda. Richard gave a quick update on the RFP. The committee was working on developing a point ranking system to evaluate the bids. The committee members will have until December 15 to finish their scoring of the service points. It is moving quickly and going well but they do not expect a lot of responses from vendors.
