1. The meeting was called to order at 1:30 pm.
2. The agenda was approved with no additions.
3. The minutes of the September 15 meeting were approved.
4. Jax reported on the CUWL meeting held in Green Lake on September 29, 2003. CUWL reversed the recommendation of the CDC to cancel Science Online. The CDC is directed to monitor usage and evaluate statistics. This decision affects the budget. . The 03/04 budget shows less carryover and the deficit for 04/05 increases to $93,100 - $118,883 (depending on inflation)
5. The committee discussed the 18 month renewal of Grove’s Music. Campuses have 1, 3 or 5 simultaneous users (for $1482.00, $1852.00 or $2223.00). Some campuses could choose to decrease their number of users to save a small amount. Some questioned the methods Oxford uses to monitor simultaneous usage. Oxford reports no turn ways although campuses have experienced them. Motion was made (by Tobin), seconded (by Robb) and passed (unanimously) to recommend renewal with individual campuses reviewing their numbers of simultaneous users and changing this number if necessary.
6. In discussing the renewal of the ACLS History Book Project, Tobin suggested this as a potential set of titles to be acquired by the Wisconsin e-book Consortium. This product is obtained through the CIC and it is not clear whether there is any consortial benefit. A discussion followed regarding a perpetual license and who has loaded the MARC records. Those who have added MARC records reported increased usage. Also, the committee was concerned that dropping this after such a short tenure would be bailing too quickly on a new technology. Barribeau will prepare a proposal to the ebook Consortium recommending this strategy. A motion was made by Tobin and seconded by Anderson to make this recommendation to the ebook consortium and if they decline, the CDC will re-vote.
7. A motion was made by Johnston and seconded by Robb to renew America History and Life. The vote was unanimous in favor of renewal.
8. The discussion of the BioOne renewal was postponed since the renewal date is April, 2004. Neither statistics nor pricing are available.
9. The committee discussed the possibility of a perpetual license for the CQ Researcher. There would be a one time fee of $25,000 and the yearly system fee would drop to $1580.00. The one time fee could be easily covered by the carryover and the lower yearly fee would help in years to come. LeMay made the motion to do this, it was seconded by Robb and the vote in favor was unanimous.
10. Docken had distributed earlier the cost sharing model discussed previously. She was questioned as to why year 2000 weighted student credit hours were used. New figures are not available and would probably change very little. Docken will send newer figures when available. A discussion was held as to what to do with the additional funds. Although purchasing new products would be desirable, it is possible that at some point these funds would be needed for maintenance of current purchases. The committee was asked to suggest possible products in time for the Feb 2, 2004 CUWL meeting. Those suggested include: JSTOR Arts and Sciences III (which includes the Music Collection and the Language and Literature Collection), Psycharticles, Academic Search Premier, New York Times, Newsbank, Gale Literature Reference Center, Science Direct, Oxford Online Reference and XRefer. It was agreed that Academic Search Premier is too expensive as is the Gale product. Most were not interested in Newsbank. Science Direct is not a good candidate for a consortial purchase because of the cancellation policy. At this time, it appears that Psycharticles, New York Times and JSTOR are the leading candidates. Docken will get pricing for each. The CDC will communicate again on this issue prior to the Feb 2, 2004 CUWL meeting
11. Moriarty reported on the progress of the Electronic Resources Management Task Force studying linking and searching software. They are down to two products.
12. The committee discussed the role the Reference Coordinators group relative to the CDC. Most CDC members feel they coordinate decisions with reference staff, but it was decided to become more proactive in encouraging that group to participate in CDC decision making.
13. Members should by November 7 communicate to Docken any interest in forming a group to purchase Teaching Books. com. Pricing is $3850 for all UWs.
14. Biological Abstracts is now available on the Ebsco platform.
15. Docken will resend trial information regarding Classical.com
16. The meeting was adjourned at 3:00 pm.
