Chair Carr called the Conference call to order at 9:10.

1. 2002-03 renewals. Six products are up for renewal in July.
A. Academic and statistical universe-renewed.
B. Groves Art: Milwaukee, Green Bay, Colleges, LaCrosse, Superior, River Falls, etc. agree to one simultaneous user. Eau Claire wishes to keep three and Madison, five.
C. Access science - Green Bay, Oshkosh, Superior are using it regularly. Milwaukee thinks it's all right, but the first year use is very low. La Crosse would be willing to go another year, although getting mixed signals from reference staff. There is a new version with has added features; access to bibliographies. Joyce from Whitewater if we added all stats together they would be higher than groves - Whitewater would be reluctant to drop. According to the 2001-2002 data - total hits cost per use - $2.00 per hit.
D. OED: We've finally gotten more use reports.
E. Columbia Earthscape - reduced their price by 12% due to our budget cuts. It gets reasonable use.
F. E-subscribe - August 1 - campuses that have the fiche sub priced out based on system picking up electronic version - increasing price 17% year no matter what. Jo Ann notes that it is an important resource but I am troubled by the increase in price and that they are forcing us to keep the microfiche - we should send a letter complaining and also ask the Reference group to send a letter - we need to let them know we are not happy about them - may be due to way contract with feds is set up - 10 year basis and may require them to produce so many copies of microfiche - complain.
G. Lorie - the abysmal service we've had since Feb. they've got to do a better job of offering consistent service.
H. Vote: Academic and Statistical Universe 10 yes, 0-No; Access Science 10 yes, 0 No; Columbia Earthscape 9 yes, 1 No; E-subscribe 10 yes, 0 No: Groves Art, 9 yes, 1 No; OED, 10 yes.

2. Review and revision of collection development principles. (I will send revised draft prior to April 12.)

Jo Ann reports that the Library Directors wish us to retain our first rationale for purchasing. Otherwise all changes were approved. They also wanted to add a statement on accessibility for those with disability. Inter-product links.
To clarify: in order to qualify for central funding, the database has to be approved by a majority. The majority vote would have to be at least 8. UW Colleges has one vote, and all other campuses each get one vote.

The committee asked that we have separate statements for selection, renewal and deselection, even if some repetition takes place as a result. Jo Ann will re-revise the document and send it by email for our approval.

3. E-books discussion

A. Next week is WAAL netLibrary system meeting. We do have renewal funds allotted. NetLibrary is once more solvent and has a new physical base of operations. Other produces such as E-brary permit simultaneous users. Yale has a pilot project with E-brary. They charge no subscription price but student's printing money goes back to E-brary.
B. Jo Ann noted that we need to keep exploring Wisconsin E Book consortium and non-UW System members seem receptive to broadening scope of that consortium.
C. The committee wish to make this statement at the next NetLibrary consortium meeting: "UW-System libraries are committed to shared collection of ebooks but feel that it's important that we explore multiple models for ebooks."
D. UW Madison just purchased SAFARI Tech Books, 24 by 7 for 3 users. The records will be in the catalog.
E. We have two decisions to make with regard to NetLibrary: 1-what amount of money does UW system want to be prepared to commit to net library for next week
F. While some of the questions from the last meeting have not yet been answered, it is questionable whether more information is available at this time.
G. As for the current fiscal-year subscription, no one has been selecting titles. This is the status of that money: Procedurally, we would not lose the money and we could work out with WILS to have money held as a retainer for future ebook project. Since we still don't have answers, we should not commit additional money to NetLibrary.
H. However, we don't want to lose access at this time. We need to find out about the minimum we can do to keep access.
I. Once our questions are answered we will dedicate $15,000 TO NETLIBRARY Increases.
J. In favor of the $57,000 commitment were: Madison, Eau Claire, and Superior.
K. CIC PROPOSAL FOR HISTORY EB? What is the timeline? The vote was 1 abstain, 12 in favor of purchasing History E Books with $9900 taken from the $57,000 originally set aside for NetLibrary.
L. Jo Ann will draft a statement for our consideration in support of exploring e-book options. Curt Le May, UWRF, wishes it noted that his campus is opposed to spending any funds on ebooks.

4. Announcements

A. Elsevier-Board of Regents Correspondence: Ed Hueckel sent letter to Board of Regents that UW is not purchasing all the great Elsevier stuff. Ken Frazier sent response to UW System. Ed Meachen considered letter inconsequential.
B. Position vacancies in collection development:
John Jax has joined UW-LaCrosse in Collection Development.
Sandy Pfahler will not be meeting with us in the future, as Robin Reider's appointment has become effective April 1. She will participate in CUWL-CDO in the future.
The new CUWL Reference Coordinators’ Committee met in March and Randy Hoelzen is that Committee’s ex-officio representative to the CDC.

C. CUWL CDO Informational notes:

a. Gale database trial for InfoTrac, despite an offer of 10% decrease over Wilson, has been rejected. Madison gets access through CIC and other campuses are not interested in the offer.
b. Bernan: Purchasing has advised us that they are ineligible, as they haven't signed a handicapped access compliance agreement. UW-Madison staff will attempt to get the proper paperwork filed to reinstate their eligibility.
c. Lorie reported a low yield from the academic library survey. She has resent the files in PDF form, as the dates were mixed up. We want use data for 2000. The submission date is not absolute call Lorie for an extension.
d. American Chemical Society: We are currently experiencing a trial of he backfiles. Most campuses are interested, and the content will come through the ACS subscription during the test period. If we don't subscribe, it will just disappear from that service. We currently have access to a five-year file, (current year and five years previous). There is a serious problem with the pricing model. If you stop the subscription you lose the backfile and this is being discussed this summer. They will be taking issues of the journal off the current subscription and putting them into the backfile.

5. A time and date will be set for another conference call prior to June 30. One major agenda item will be election of next year's secretary/chair-elect.
The next set of renewal decisions is not due until next fall
