I. I. Introduction and approval of minutes
Chair Joan Robb called the meeting to order at 9:40. Members introduced themselves. The minutes of the January 8, 2001 meeting were approved with one correction

II. II. Cross-linking demo
Carolyn Cardwell-Copenhofer of ProQuest demonstrated the Cross linking features which provides links to the OPAC or other specific full text sources. This is not an automatic feature as ProQuest tech support needs to enter this information as directed by the local administrator for ProQuest. It is possible to enter a URL for the OPAC plus one other URL for other holdings (e.g. ProjectMuse or for supplementary materials). Additional links can be entered in the notes field but these would not be active. Ms. Cardwell-Copenhofer is scheduling visits to Wisconsin institutions to introduce and provide training in using this feature. There is no additional cost for this feature. There is not a list of current users.


Ms. Cardwell-Copenhofer also announced that Badgerlink had renewed their contract for the newspaper database which now includes Newsstand. Newstand includes 104 international titles. There is no dropoff for backfiles, in fact ProQuest is adding backfiles. Their goal is to provide backfiles back to 1985; however for some backfiles will only be available to 1990.

III Budget overview: CUWL decision

Joan Robb reported on the February 13 CUWL meeting at which the Directors approved purchase of Bio one. Other recommended titles were not approved because they did not want to expend the entire 2000-2001 budget. Furthermore they have capped electronic resources budget and have concerns about campus funds being added to central funds. They recommended that we closely examine the renewal of big ticket items.
Lorie Docken reviewed the 2001-2002 CUWL Collection Development Committee E-resources budget. Available funds include the budgeted amount of $1,483,000 and a carryover of $112,768 from 2000/2001. Projected costs for 2001-2002 include a projected increase of 7%, however, actual increases are 56.14% for CIS Statistical Universe, 0% for Columbia Earthscape, 19.74 for E-subscribe, -.8% for Groves Art Online; 7.7% for Academic Universe, -.51% for McGraw Hill Encyclopedia of Science and Technology and –1.28% for OED.

IV. Review of usage for July renewal titles

A. Academic Universe statistics indicate 143,193 searches and 206,970 documents retrieved. CDC unanimously decided to recommend renewal of this resource for 2001-2002

B. B. Statistical Universe statistics are incomplete and fragmented and the price increase is 56.14%. Before we agree to a price increase Lorie should work with SOLINET to develop a contract in which we received deliverable statistics and in which content does not include the power tables. Joan should report to directors that this is a great resource but we are hesitant to recommend renewal because of the lack of deliverable statistics and because the way the content is packaged forces us to pay for unwanted information. Lorie distributed renewal forms for other CIS products (eg Congressional Universe).

C. C. Columbia Earthscape is receiving mixed reviews as to its usefulness to individual campuses. CDC recommends renewal for one year in order to support SPARC; in order to give time for promotion of this resource and to allow campuses to explore its use. Individual campuses should also provide feedback to publisher regarding the need for product improvement.

D. D. Groves Art did not provide usage data. The pricing presented on the spreadsheet that Lorie distributed reflects the cost of unlimited use. We recommend renewal for 2001-2002 and also recommend a reduction in the number of simultaneous users in order to reduce the cost of this product.

E. E. McGrawHill Dictionary of Science and Technology was recommended for 2001-2002 renewal by CDC.

F. F. Oxford English Dictionary Online is a well-used resource, especially at EauClaire and Madison. Even on those campuses where is not heavily used, the electronic version does receive more use than the paper version did. This resource serves as the foundation piece in a collection of shared electronic resources and may require more publicity to faculty and students about its availability. CDC recommends renewal for 2001-2002.

G. G. E*Subscribe is another well-used resource. Lorie will determine if the cost of the backfiles for 1993-1995 are annual or one time fees and if consortial pricing of backfiles is available at a reeducated rate.. Under the current contract, institutions must retain their fiche subscriptions in order for the consortium to obtain consortial pricing. CDC recommends renewal for 2001-2002.

V. Wilson renewals/B&H products Education Complete and Applied Science and Technology

The CDC selection subcommittee reviewed the B&H products which are being developed as a substitute for Wilson delivered products Education Full Text and Applied Science and Technology Full Text. The CDC does not recommend that this product be substituted for the Wilson databases because Wilson has more full text than B&H; B&H pricing for Applied Science and Technology is more than twice that of Wilson; Wilson results appear to be more current and the availability to search multiple topics through Wilson omnifile is valuable to students.


Lorie distributed renewal information for the Wilson database, noting that the fees are based on headcount, not on FTE. Mary Reider noted that there was a discrepancy in the headcount figure for the colleges listed on the spreadsheet and the information in the Colleges records. Discussion on this item was deferred until later in the day so that the College headcount figures could be verified and the spreadsheet could be revised.

Based on that revision, Lorie presented revised costs and was asked to develop new pricing models based on FTE, the assessment of a base fee for each campus and the inclusion of LaCrosse. A vote on which pricing model to accept will be taken by electronic vote.

VI netLibrary

Consortium minutes for the March 2, 2001 meeting were previously distributed to CDC. Due to the lack of use statistics consortium members are not ready to decide on an increase. The consortium did decide that duplicate titles will not be purchased by the consortium although individual campuses can purchase duplicates from their own allocations. Remaining unspent funds may be spent by any consortium member after April 30.The Consortium also decided that purging of individual user names and passwords should be determined at the individual campus level. The next meeting of the consortium will be in Appleton during the WLA conference.

CDC members are concerned about the ABC-CLIO practice of not selling netLibrary titles. Lou Pitschmann is drafting a letter on behalf of CDC for the netLibrary Consortium to send to ABC-CLIO.

CDC members also noted that there is heavy used of netLibrary titles at Stevens Point. This level of use may be due to the publication of two web-based articles on netLibrary which were distributed to the campus community. Other promotional efforts include the profiling of 10 netLibrary books on the Madison Business Library web site. NetLibrary will also send bookmarks to individual libraries to promote the use of this resource.


VII PsychInfo

Joan Robb and Brian Finnegan are completing a study of the overlap of PsychInfo titles with other databases which they anticipate will be completed by May. CDC will need to make a renewal recommendation for PsychInfo before the November renewal date.

Jim Tobin reported that he attended a focus group meeting on PyschInfo at ALA Midwinter where they indicated that their pricing was based on the Peterson model which is based on estimated potential users rather than on concrete figures such as headcount or FTE. Lorie expects to have additional information regarding PsychInfor following a meeting on April 23 and 24 with Tom Sanville. She also distributed projected pricing for PsychInfo and PsychArticles


VIII Database purchases overlap

Joan distributed a table showing which database titles are available at multiple campuses and asked that CDC members provide her with corrections to this information. Based on this preliminary information potential titles for investigating group purchase are MLA and Sociological Abstracts.

IX Journal subscription overlap

Following up on a project decided on at our January meeting, Joan reported on a project at UWGB of testing the UW-Madison Standing Order Report as a model to extract journal subscription lists for each campus via Voyager. This report will be used to identify duplicate journal subscriptions within the UW System libraries with the goal of reducing some subscription duplication to better position the libraries when contracting for electronic journal access. Each CDC member should work with the LAM on his/her campus to run this report and send individual campus reports to Marlys Brunstein (brunstim@uwgb.edu) at UWGB for compilation. We need to have this information compiled by June 2 to impact renewals for 2002.

X Cost sharing

Joan reported that the Directors have some concerns about the proposal that campuses contribute campus funds for system wide purchases but that we should continue to examine this concept. Their concerns include placing local dollars under group control and the need to cap the electronic resources budget. As we explore this proposal we need to demonstrate that shared purchasing makes money go further for individual campuses and the leveraging of local budgets. We also need to assure the directors that we do not view local funds as an ongoing source but rather as a limited approach to provide increased buying power. Joan will distribute the bullet points documents which was provided to the Directors and individual CDC members should use these in conversations at the campus level.

XI Other business.

A. A. Accessibility

Joan is finalizing a questionnaire to send to major vendors on the accessibility of their products.

B. B. Licenses for UW System contracts

Lorie distributed a chart indicating the ILL allowance for various UW System Shared E-Collection products.

C. C. Secretary/Chair Elect

Janice Bogstand was nominated for CDC secretary/chair elect. Curt LeMay moved, Jim Tobin seconded. The motion carried unanimously.

D. Brittannica

Since Brittanica will no longer be a free resource after September, Lorie will distribute information on the cost of this resource to individual campuses.

E. E. UWSA allocations conference call

The CUWL directors have named a committee to review current funding formulas for distribution of collection funds and to investigate alternative funding formulas for new money and to report back to CUWL. Committee members include Joan Robb UWGB, Melissa Kepler UWSA, Ken Grant Colleges, Joyce Huang UWW, Jean Gilbertson UW-Madison, Bob Carmack,UW-Superior, Lorie Docken, UWSA.

F. F. Information from vendors

Lorie distributed information from vendors regarding Academic Search Premiere and Ethnic NewsWatch. CDC asked Lorie if it would be feasible to look at replacing Academic Search Elite with Academic Search Premiere in Badgerlink. Westlaw also has a new database for undergraduates which reflects the legal portion of Academic Universe. Brian Finnegan will send information on UW-L’s trial of this product.

G. G. Miscellaneous

Lorie distributed the institution contact list. Please let her know CDC members, the contact for technical issues and contact information for the individual who adds information on new resources to the library web site. She also requested that CDC members verify academic statistics on the spreadsheet distributed earlier.

Lorie reported that the LAMS are moving ahead with the development of a comprehensive holdings list that all vendor records. Many are using SerialsSolutions for this.

CUWL has named a committee to look at strategic directions for next two years that will be appended to the UWSA IT.

UW Madison reported that they continue to have multiple problems with accessing Web of Science and that a letter indicating the lack of access may be a breach of the contract will be sent out by UWSA.

H. H. Farewells to members

In honor of the retirements of Karin Sandvik and Linda Cecchini and the impending departure of Lou Pitschmann to be Director of Libraries at the University of Alabama, Chair Joan Robb prepared a wonderful cake. Good wishes, thanks and the cake were shared by CDC.

The next CDC meeting was scheduled for UW-Stevens Point on September 17. Tentative agenda items includes netLibrary, Statistical Universe, Accessibility, PsychInfo renewasl, Britannica, Duplicate Journal Subscriptions and January renewals.
