1. Minutes from November meeting. Mary Rieder asked to strike the statement
"Colleges stated that any joint effort requiring OCLC use would be prohibitive
for them." Minutes approved with this correction.
2. General introductions of attendees
3. Lorie Docken distributed a handout detailing expenditures (approved by CUWL
on 11/9/99) for 1999-2000. $140,064 remains to be allocated for 99-00. Renewal
estimates for 2000-2001 were also included, with $589,057 listed as unallocated.
The UW System Library Automation Fund was reduced from $300,000 to $150,000
to fund Endeavor loans and for the CUWL Customized database task force.
4. Renewals were discussed. The group expressed favorable reactions to all new
products begun in January.
5. The CIS current subscription to Academic Universe and Statistical Universe
runs out in June. Motion made and seconded to renew both subscriptions. Motion
carried.
6. New products
1. Wilson - discussion of System funding of the Wilson package and the new Art
Fulltext product. Points discussed included:
a. Whether funds are best used to buy general resources that most campuses hold
or to purchase new products that most campuses could not afford without System
funding
b. Lack of any additional System discount - buying as a consortium will not
save any additional funds. We need to be careful to maximize our purchasing
power collectively and individually.
c. Discussion of definition of "core" resources - core includes both
the general and core resources in a given field. CUWL documents do refer to
a core collection.
d. Buying Wilson through System would free up money at campuses to purchase
resources that they otherwise cannot afford.
e. More basic analysis of duplication is needed. Wilson is not held to same
critical analysis as other products. Full text is very limited. Jay Kirk shared
that Marquette does not subscribe to any Wilson products other than Art and
Biographies.
f. CDC needs to provide CUWL with complete explanation of our decision.
2 straw poll votes were conducted to gauge interest in Wilson (with and without
Art FT).
1. NetLibrary
A demo of Netlibrary was presented by Cynthia Huebschen. Jay Kirk reported on
the selection process for the consortium. Marquette has cataloged all titles
and has direct links from their catalog. Lorie Docken shared the costs for campuses
to join the consortium

Lou Pitschmann reported that Madison is planning to join the group. They are
selecting additional titles. Lynn Conway of NetLibrary is interested in partnering
with libraries to select additional offerings. Discussion followed regarding
System participation.
Motion to contribute $50,000 from System funds to buy 500 additional titles.
Any extra money would be added to the general NetLibrary Academic Consortium
pot to purchase duplicates or additional titles. Motion seconded and carried.
2. Encyclopedia Britannica online
Email poll was in favor of renewal of subscription. BadgerLink is considering
adding an encyclopedia as their first priority for improvement, they would probably
be looking at Groliers. Some campuses reported that they see little appreciable
difference with subscription. Motion to renew subscription using system funded.
Motion seconded but did not pass.
3. JSTOR general science additions
$49,500 startup and $42,000 subscription (would be prorated to begin in July
1 for 2000)
Discussion questionned need for retrospective science collection beyond saving
space. Motion to pay startup and 1/2 cost of continuing subscription from System
funds. No second.
Motion to pay startup using System funds with continuing costs from individual
campus funds. Motion seconded, did not pass (tie vote)
4. ERIC FT - E Subscribe
Lorie Docken shared a cost for System subscriptions of $53,000 with 4 - 5 simultaneous
users per campus. Link to Full text is available via SilverPlatter or AskERIC
web interface. Not yet available via Ebsco. ERIC is discounting cost considerably
if libraries retain subscription to fiche. It was suggested that discussion
wait for summer, but some campuses would want to begin subscription prior to
summer school when heavy use occurs.
After break Lorie reported that if campuses retained fiche subscription (everyone
except Parkside and Colleges) System cost would be reduced to $19,800.
Motion to use System funds to add electronic access to current fiche subscriptions
and initiate E-subscribe access for Colleges and Parkside. Motion seconded and
carried.
5. Tax database - CCH
Some discussion of RIA/CCH products. CCH searching is more user friendly, allows
IP access. Cost would be $2100 per campus, discount of only $100 per campus
for consortium subscription. Discussion followed that the discount for group
purchase was not sufficient, should be closer to 20%.
Motion made to use System funding to purchase CCH online if offer of $24,500
($1,750 per campus) is acceptable to vendor and that individual campuses with
current subscriptions receive a refund for previous payments. Motion seconded
and carried.
6. Oxford English Dictionary & American National Biography online
Discussion of widespread faculty support for OED. Motion made to use System
funds to purchase online subscription to OED. Motion seconded and carried.
Discussion of ANB centered around lack of tie to print product (which many libraries
recently purchased) Motion made that we do NOT subscribe to ANB. Motion seconded
and carried.
7. McGraw Hill Encyclopedia of Science & Technology
Cost is $41,000. Motion to use System funds to purchase. Motion seconded and
carried. \
8. Ulrich's Plus II - includes info from Katz and refereed journal notation
not in Serials Directory and direct links to the publisher's website. Cost is
$14,000. Motion to postpone discussion until we determine if any cost savings
would occur due to cancellation of paper subscriptions. Motion seconded and
carried.
9. Grove's products - Art, Opera, Life Science & Music
Art - Some campuses are using and expressed positive results. Others heard complaints
from faculty, especially regarding search engine. Cost is .21 per FTE for unlimited
usage ($26,960). Motion to purchase with System funds at unlimited usage price.
Motion seconded and carried.
Opera - Motion to purchase with System funds at price of $150 per campus ($2100).
Motion seconded and carried.
Life Science - postpone decision - current version is early release "embryonic".
System might pursue a request to include this one without further cost in our
agreement.
Music - product has not been released. Much interest by group. Postpone until
June meeting
.
10. Blackwell Science Synergy
219 journal titles, many very esoteric. Would be accessible via Web of Science.
Annual admission fee of $7945, plus per site fee of $2925. 95% of current print
expenditures must be retained. Multiple campuses objected to this retention
of print requirement. No interest in pursuing.
11. Columbia Earthscape
Global environment resource that is part of the SPARC project. Price is $7575.
Motion made to purchase with System funds. Motion seconded and carried.
7. Future products to consider
1. Business directory - possibly Duns', Hoovers'
2. Gale products - IAC Health Reference Center, Biography Resource Center, Literature
Resource Center. Lorie D. will gather info on pricing and print cancellation
policies.
8. Committee Updates
1. Multiple Vendor book contract - Joan Robb, Lorie Docken
Discussion of document distributed previously via email - will be shared with
CUWL
Contract is non-binding, but does address the concerns of the internal audit,
goal is to award contracts to multiple vendors.
Contract would not rule out multi-year agreements, but does call for one year
contracts
Savings might be more maximized with multiyear agreements or by including serials
and foreign vendors. During the procurement process we must be sure to evaluate
on more than just price.
Minor revisions to the document were suggested including making it clearer in
which areas vendors can take exception to the requirements listed. Be sure to
include wording that disallows any service charges for using a purchasing card.
2. CUWL Customized Database Task Force - Joan Robb, Lorie Docken, Terri Muraski
Rather than following the California model, this task force has decided to focus
on Allied Health & Nursing as a gap in full text offerings. Joan Robb shared
the CINAHL full text database, which is new on Proquest as a possible consideration.
Members of the task force are gathering "core" periodical titles in
the field and will compose a list.
3. CUWL Cataloging full text journals in aggregator databases - Linda Cecchini
Joan Robb shared chart outlining priorities to consider for cataloging. Ebsco
was first priority of majority of campuses. Joan also included comments received
from each library.
1. Web of Science/Other Indexes Full text options
-ISI website links to publisher sites. Publisher agreements tend to lock campuses
into continuing print subscriptions and that is unacceptable, especially for
Madison who tends to hold many subscriptions.
-Discussed possibility of trying again to negotiate with Academic Press.
-Discussed idea of composing union list of serials to identify possible print
cancellations - so that we were locked into fewer print subscriptions when negotiating
with publishers.
-One other possibility for full text journals mentioned is to pursue online
subscriptions via Ebsco or other database vendors for titles that are not included
in full text that are being accessed and requested.
-Recommended that we place this on the June agenda, earlier in the meeting so
that we have time to discuss possibilities at length.
10. Shared electronic collection - beyond central funding
• OhioLink has cost sharing models where central funding is combined with
campus funds.
• Continue to pursue cost savings by joining together to purchase with
campus funds - even if it is only a few libraries
• Many new products are becoming available electronically and electronic
access is essential for supporting Distance education initiatives
• CDR should reflect electronic expenditures and statistics
• Lobbying for increases for funding for next biennium is essential. As
a committee and as individual libraries we must take the lead to stress increasing
needs.
• Motion that CDC express to CUWL that:
1. Our committee plans to meet in June to formulate a budget request
2. The budget request will reflect that the availability and need for resources
in electronic formats continues to increase.
3. The need for print resources continues.
Motion seconded and carried
10. Serial vendor agreements
• Milwaukee and Parkside are both contacting serial vendors
• Internal audit questioned disparity in discount rates and service charges.
Calculation methods for service charges varies. Some titles actually have no
service charge from the publisher and this can skew an average.
• May expand systemwide multiple contract awards principle to serials
in the future.
10. Reviewed purchase - recommendations for allocating remaining 1999-2000 funds
Discussion began by taking a vote on the Wilson database (by ballot). Systemwide
purchase of Wilson package and Wilson Art FT was not recommended.
Considerable discussion followed on the package of products that should be purchased
with remaining 1999/2000 funds. The group considered the purchase of E Subscribe,
JSTOR Science, NetLibrary, and Grove Art from the earlier list.
Motion was made to recommend that 1999/2000 funds be used to pay for E Subscribe
($19,800), NetLibrary ($50,000), Grove Art ($26,960) and any additional applied
to Web of Science backfile. Motion seconded and carried. Total = $139,260

11. Other
a. AltHealth Watch will no longer be a part of Softline, will be transferring
our access to Ebsco.
b. MCB - should soon reach agreement (partnering with CIC) to have access to
all titles. Non-cancellation of print subscriptions is part of the agreement.
Lou Pitschmann and Kathy Schneider will work out details.
c. June Meeting - two day meeting recommended. June 6 & 7 in Madison. Plan
will be to begin first day at approximately 10 am.
d. Followup on last copy issues was recommended for the June agenda.
e. Pat Paul is retiring and therefore attending her last meeting. She was thanked
for her many contributions to the committee, as well as her willingness to act
as host for meetings. Congratulations and best wishes were expressed.
